So here is what I saw. I don't know the Kiter's name but all I know he said he is kiting for 6 years. So I assume he is experienced kiter.
I'm not sure what happen before he dropped the kite on water (I assume he stacked the jump). What I heart from the another Kiter who was close he was trying to untwist his lines while the kite was still in the water. When he tried to relaunch, his kite went to dead loop. I was standing at the beach at that time and his kite went over my head. He pulled the quick release but I think his lines where wrapped around his bar and kite was still fully powered up and kept piling him out of water. Because his leash was attached to the back of his harness he could not release it while dragged on the beach. He stopped when he hit the fence. I think that gave him time to release the safety leash. I was already on the other side of the fence trying to catch his kite. Once he released it kite flew over the power lines dragging wet lines behind which become conductors for the power lines ending up with ??. The kiter was ok but had pain around ribs - he said it might be broken. He collected his gear and walk away with his scarred wife. I heard they drove to hospital.
Very quickly after accident happen local people blocked the road until firefighters took over.
