It sure sucks having the Mornington Peninsula classified as part of Melbourne where as Geelong isn't.
It takes an 30 minutes to set up and packup! that leaves 30 minutes for kiting. Bummer
That's only if you stand around and flap your gums.

if you can get out of car, put your suit on lay, out your lines, pump and launch in 10 minutes and then do the same on return good work.
Suppose you could drive in your suit if only 5 min utes from home. But does that include a safety check as well.

I'm rethinking whether kiting is allowed - surfing is allowed, swimming is allowed and basically you are able to do whatever at the beach as long as you aren't there for more than an hour and aren't near other people.
The Mornington Peninsula Shire website doesn't say anything about boating or kiteboarding not being allowed..

There were maybe 4-5 people out over an hour at R today.. They seemed to kite well off the beach and packed up and left in record time.
Beach goers didn't really seem to think anything was wrong with what they were doing (no pitch forks or anything)..
I really can't understand how it could be a problem - generally you are miles from anyone and certainly not as close a people who are walking/jogging/cycling past each other.
